You only said there were two animals, but you didn't say anything about there not being any other kingdom, thus I'm presuming there's a shit load of moss in there. So you pile all the moss up and help the turtle climb out.
Alternative answer: you also didn't say there wasn't and ooze in there. Have the frog jump on it to break it, let the turtle swim in it: Boom! Its a five foot teenage ninja mutant. It simply does a backflip out of the tank and kicks a foot soldier in the neck.
